Someone buys agricultural land at an attractive rate, planning to build "once the CLU comes through". It does not, or it takes two years, and they own land they cannot use and cannot easily sell, because the next buyer runs the same sums.
The safe rule: price agricultural land as though the answer will be no. If permission arrives, you have gained. If you buy assuming it, you may have bought a problem.
